Economic Research Short Term Consultant for Digital Development GP

  

Terms of Reference



I. Digital Development Global Practice


The World Bank Group (WBG) is one of the world’s largest sources of funding and knowledge for developing countries. The WBG’s twin goals of ending extreme poverty and promoting shared prosperity reflect a new global landscape: one in which developing countries have an unprecedented opportunity to end extreme poverty within a generation. 


The Digital Development Global Practice (DD) is part of the Bank’s Infrastructure Practice Group. It plays a critical role in enabling the achievements of the Twin goals and the Sustainable Development Goals. Digital technologies are transforming firms, governments, and people’s lives; and with the digital economy growing at a rate significantly higher than that of the global economy, it offers emerging economies a unique opportunity to leapfrog traditional paths for development through digital solutions.  


Collaborating across technical, geographic, and institutional boundaries, the Digital Development team helps design and deliver ICT-enhanced solutions to a diverse range of clients. The team supports clients (i) through advisory assistance to establish policy and regulatory environments that allow the widespread use of technology and create a trust environment; (ii) lending operations by building infrastructure to connect the unconnected, or enabling digital government shared platforms. II. Project Background


The DD GP has initiated a new annual report – the “Global Digital Progress Report”. The report seeks to track global progress along multiple dimensions of digital transformation, conduct economic analyses on high priority digital development topics using new datasets and innovative methods, and highlight policy opportunities, challenges, and debates.

The report will curate data and shed light on global and regional trends on a range of topics, including but not limited to: (1) the coverage, usage, affordability, and quality of digital infrastructure; (2) data use and governance; (3) ICT sector development; (4) the adoption of digital technologies by individuals, businesses, and governments; (5) policy and regulatory trends and impacts. In addition, the report will conduct in-depth analysis on a few strategically important topics every year, including impact evaluations.


The report team is looking for a consultant to work on the next edition of the report and potential background papers.



III. Duties and Accountabilities


This analytical work will cover, but not limited to, the following areas:  


· The consultant will work with the report team and GP focal points to collect data from a wide range of sources to measure different aspects of the digital economy.

· Build and maintain the global digital economy database, help design and improve the digital economy assessment methodology.

· Conduct in-depth analysis to shed light on the status and latest trends of digital development across countries along key dimensions including digital infrastructure, data use and governance, ICT industry and jobs, adoption of digital technologies and the development impacts.

· Design and conduct econometric analysis to evaluate the impact of policy interventions on countries’ digital development and other relevant topics.

· Draft report chapters and background papers.

· Support other research and analytical tasks of the DD GP.   


Deliverables

o Sections and chapters in the Global Digital Progress Report.

o Potential background papers.



IV. Qualifications


The Consultant should be able to offer all, or at least most, of the following qualifications and experience:


· A completed master’s degree or PhD in economics, public policy, statistics, or related fields. PhD candidates in microeconomics is preferred.

· Background and understanding of economic theories, with specialization in topics such as digital technologies, innovation, industrial organization etc. is preferred.

· Excellent skills in data and quantitative analytical techniques. Proven experience in analyzing micro data and strong Stata skills is required. Knowledge of other programming languages is a strong plus. Experience conducting research using firm-level and household/individual level data is a strong plus.

· Familiarity with ICT indicators and databases is a strong plus.

· Well organized, detail-oriented, able to prioritize, and manage multiple tasks simultaneously with minimal supervision.

· Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of ICT/digital technologies in socio-economic development and transformation in other sectors of the economy.

· Strong business judgment and analytical decision making, analyzing facts and data to support sound and logical business decisions.

· Excellent presentation skills, using charts, graphs, and other data visualization techniques appropriately to communicate data, technical information, or complex concepts to non-specialists.

· Excellent oral and written communication skills in English.


V. Terms


The contract will be for 150 working days with the possibility to extend upon satisfactory performance. The presence of the consultant in Washington DC is preferred. We offer competitive compensation and can help the consultant obtain a G4 visa to relocate to the United States. We look for candidates who are interested in developing a career in the World Bank.
